Notes on using images in Summary links webpart
Summary links list permutations that include images fail WCAG 2.1 AA and
are
not to be used. As the summary links list is an out-of-the-box SharePoint webpart, it cannot/will not be updated.
Image description (Used as alternative text for the image) does not add alt text to the image. It adds a <title> element.
All images except where using the "Fixed image size" iteration, output images at their actual size.
